First Steps is Missouri’s Early Intervention system that supports infants and toddlers, from birth to age three, who have developmental delays or diagnosed conditions associated with developmental disabilities. Administered by the Department of Elementary and Secondary Education, Office of Childhood, First Steps serves as the state’s lead agency for early intervention services. Participation in the program is voluntary and centers on empowering families, building their capacity to meet the developmental needs of their child. Through individualized supports and collaborative partnerships, First Steps helps families create meaningful opportunities for their children to learn, grow, and thrive.
