According to 34 CFR §300.202, amounts provided to an LEA under IDEA Part B may be used only to pay the excess costs of providing special education and related services to children with disabilities. Excess costs are those costs for the education of an elementary school or secondary school student with a disability that are in excess of the average annual per student expenditure in an LEA.

CEIS are services provided to students in kindergarten through grade 12 (with a particular emphasis on students in kindergarten through grade three) who are not currently identified as needing special education or related services, but who need additional academic and behavioral supports to succeed in a general education environment.

High Need Fund (HNF)

The High Need Fund was established pursuant to Section 162.974, RSMo, to provide funding support for a Local Education Agency (LEA) with “High Need Students.” These students are special education students whose educational costs exceed three times the LEA’s current expenditure per Average Daily Attendance (ADA). Reimbursement to LEAs under the High Need Fund for qualifying students is made without regard to disability or placement. Students should NOT be claimed on the both the High Need Fund and Public Placement Fund applications.
