Quality Assurance Report

Quality Assurance Report (QAR) is a system designed to recognize the unique aspects of quality in early learning and education programs throughout the State of Missouri.  Participation in QAR is voluntary and includes community-based early learning programs, school-based preschool programs, and family child care. Programs are given choice in how quality practices are demonstrated and families are provided with consumer education about the quality of early learning programs.

The department has filed proposed rule 5 CSR 25-100.350 Early Learning Quality Assurance Report for early learning programs with the Secretary of State’s office and the Joint Committee on Administrative Rules. The proposed rule will be published in the January 2, 2025, edition of the Missouri Register.  Please submit comments to QAR@dese.mo.gov or electronically here. The public comment period will close on February 1, 2025.

Participation

All programs operating in Missouri are eligible to apply:

  • Licensed family child care
  • Child care centers
  • Group child care homes
  • Community-based early learning programs
  • Faith-based early learning programs
  • School district programs
