High Need Fund (HNF)
The High Need Fund was established pursuant to Section 162.974, RSMo, to provide funding support for a Local Education Agency (LEA) with “High Need Students.” These students are special education students whose educational costs exceed three times the LEA’s current expenditure per Average Daily Attendance (ADA). Reimbursement to LEAs under the High Need Fund for qualifying students is made without regard to disability or placement. Students should NOT be claimed on the both the High Need Fund and Public Placement Fund applications.

Accounting Code Structure
To fulfill the federal requirement created in Elementary and Secondary Education Act of 1965 Per-pupil expenditures, the Missouri Department of Elementary and Secondary Education (DESE) is requiring additional elements to be reported by districts and charter schools starting July 1, 2018, for FY 2019 and all years following. These items will be collected on the Annual Secretary of the Board Report (ASBR).

Select the following link, click on Reports and Resources at the top of the page, scroll down to the bottom of the page to the section entitled "School Finance Data”, and then select “Transportation State Aid Summary".
