Perkins V Transition State Plan Approved
The new five-year Perkins V, Strengthening Career and Technical Education for the 21st Century Act (formerly known as the Carl D. Perkins Career and Technical Education Act) has been issued by the U.S. Department of Education beginning with the 2019-20 school year. For Missouri, 2019-20 Perkins V will be a Transition year with submittal for final approval in June, 2020. A part of the State Plan of the new Perkins V focuses on program quality elements and aligning the locally approved plan with a comprehensive local needs assessment.
The state plan is administered by the Missouri Department of Elementary and Secondary Education, Office of College and Career Readiness. Missouri receives about $22 million a year under the Perkins V Act to support career and technical education programs across the state.

Public Comment Period – March 11 - April 9, 2024
As part of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), the current State Determined Performance Level (SDPL) accountability measures must be revised for both secondary and postsecondary concentrators effective for the federal Fiscal Years (FY) 2024-27.
The Department of Elementary and Secondary Education changed the Perkins V SDPL accountability measures in FY 2021, when student assessments were suspended, school buildings were closed, and alternative methods of delivering CTE instruction were in place during the COVID-19 pandemic. Per U.S. Department of Education regulations, those measures must now be recalculated and reset.
